Educated in Hull at Kingston High School, Steven then moved on to Leeds University (1979 LLB) before completing his education at The University of Amsterdam (1980 Diploma in European Integration).

Born in 1958, and living in Amersham, away from work Steven enjoys football, tennis, travel, cooking and walking.
